GREATER ORANJESTAD.   Marandi may have Aruba's most romantic restaurant setting, literally right on the beach with an unobstructed view of the water. The food is some of the best on the island as well, and service is gracious and professional. Start with beef carpaccio with pesto, pine nuts and parmesan, or a lovely fresh salad. Follow with shrimp in creamy garlic sauce with risotto, veal ossobucco, or surf and turf Marandi-style, a changing selection which might be traditional steak and lobster, chicken and shrimp, or beef tenderloin and shrimp with lobster sauce.
