Owings Mills is a dying mall. It used to have upscale specialty retailers. Saks and Lord & Taylor were part of the mall. Now the retailers for the most part are low-to-middle end with JC Penney as an anchor. I rarely bother to go to Owings Mills any more. It is worth the drive to Towson for a higher class, better variety shopping experience.
