JAMES PARISH.   The Fairmont Royal Pavilion's open-air Palm Terrace restaurant has enhanced its already gorgeous setting, accenting the space with palm trees and tropical plants, arches to frame the views of the Caribbean, cool white-clothed chairs and tables, and relaxing live music.
