ST. PETER PARISH.   By day, Mannie's is a trendy beach bar serving simple but tasty Caribbean-American fare, fruity cocktails, a wealth of watersports, and comfortable chairs for lounging on the beach. Come nightfall, however, the offerings become more romantic and exotic. The context may be a bit unexpected, but Japanese and Thai food somehow seem appropriate against the backdrop of gentle waves and sandy beach.
