BOCA RATON.   Legal takes pride in the fact that it's both seafood supplier and restaurant chain. Over the years, the company has spearheaded the effort to bring only top-quality seafood to customers, and the restaurant makes the point with its impeccable cuisine. The establishment's intimate environment is punctuated by a blue-and-white color scheme and model ships. An extensive menu, prepared weekly, offers seafood that's fried, wood-grilled, baked, and sauteed. Whole lobster, shrimp, mahi mahi, and scallops are flawlessly prepared, and the cioppino is a classic. A raw bar serves terrific shellfish, and steak and chicken are available too.
