LOWER TOWN.   At the back of Frederic Blondeel's minimalist and chic chocolate store is a small café. Come here for afternoon tea or coffee. Biscuits and cakes are available, but the best choice is to dive straight in and select from uniquely flavored chocolates that might contain anything from basil to cardamom or chili.
