SOUTHPARK.   At the Palm, you may spot a member of the Panthers, an award-winning actor or even a noted pop star. Yes, the NYC-based chain has star quality. And though wall after wall of celeb caricatures certainly gives the place a shtick all its own, make no mistake: the USDA Prime steaks are justifiably famous, jumbo Nova Scotia lobsters are delicious, and veal Milanese is sublime.
