CAPITOL HILL.   Set among the Victorian houses that lend Cap Hill so much charm, Potager ("kitchen garden" in French) has developed a reputation for delicious creations that employ locally-grown and often organic ingredients. Dishes change frequently depending on what's fresh and available; try to sample the foie gras flan, a rich custard with dried fruit compote, as a starter.
