DOWNTOWN.   Elegant, subdued, and contemporary, Coach Insignia keeps the decor low-key to highlight astounding views of the city and of Canada. It's an expense account-loving restaurant, but it's one you should definitely try to experience. Service and wines are stellar, and the food is extraordinary. Innovative dishes include appetizers like Maine lobster corn dogs and a short rib martini. Main courses range from Georges Bank scallops to cumin- and coriander-rubbed big eye tuna, venison to duck breast, and a 14-oz. New York strip to Kurobuta pork loin.
