JUMEIRAH.   The landmark Emirate Towers Hotel boasts one of Jumeirah's top bar and lounge area, the refined Scarlett's. A popular after-work destination for many business travelers, Scarlett's offers an upscale setting and terrific happy hour prices. An exquisite stained glass window, a replica of a Southern-style plantation home, and intricate wood accents combine to punctuate the colorful, Western-influenced decor. The bartenders, who love showcasing their sometimes-acrobatic skills, take pride in being able to concoct just about any drink you can imagine, and a delicious American-style menu is also featured.
