ARLINGTON.   Hailed as one of the area's best restaurants, this ninth-floor establishment affords incredible views of Arlington and offers simply fabulous French cuisine. The elegant, unpretentious dining room envelops guests with comfort, and the food follows suit. Among the options you'll find are roasted rack of lamb, grilled veal, swordfish piccata, and roasted breast of duck. You'll also be pleased by lobster, ostrich, and several great cuts of beef. Appetizers (escargot, sea scallops, caesar salad) and desserts (chocolate souffle, blackberry tart) are as well-crafted as the main courses and just as beautifully presented.
