WEST HOUSTON.   Offering a dressier dining room and a casual cafe, Rioja takes care of both diners and nibblers. While the restaurant is known for its lengthy tapas menu, it also serves a fabulous paella, saffron-tinged, made with short-grain Valencia rice, and chock full of seafood, chicken, and sausages. It's a great dish for groups, but then again, so are the tapas, which are divided into cold and hot selections. Among them are grilled sardines, deviled eggs, sauteed shrimp, green olives, mussels, and homemade chorizo. Lush Spanish wines make perfect complements. We absolutely LOVE this restaurant! It has a great atmosphere and the food is excellent.
