HOWELL.   A 25-mile jaunt east of Lansing, this factory outlet mall is a favorite with the area's more frugal shoppers, who flock here seasonally to explore the 80 or so shops, including outlet stores for Old Navy, Gap, Kitchen Collection and Ralph Lauren.
