ST. JAMES'S. To dine at one of the top addresses in town, you'll need to call months in advance. The tres-chic diners who frequent this black-and-white room typically include members of parliament and celebrities, all of whom come for classic cuisine and unobtrusive service. Traditional British dishes fill the menu: deep-fried haddock with minted pea puree and chips, griddled scallops, roast rack of Herdwick lamb, and fish cakes (called "the best in the civilized world" by a local critic). But, international influences are evident in Thai-baked seabass, and interesting desserts include butterscotch and clotted cream ice cream with toffee sauce.
