WESTMINSTER.   Pale, elegant Quirinale occupies a subterranean space near the Thames and finds great favor with neighborhood politicians. However, its exceptional cuisine is a real treat for anyone savvy enough to search it out. Starters are intriguing: for example, agnolotti filled with chestnuts and black truffles with celeriac purée and fontina cheese. Main courses are just as appealing, as evidenced by black olive crusted monkfish with potato purée and shallot vinaigrette or braised veal osso buco with gremolatea.
