REGENT STREET.   Liberty's half-timbered, Tudor facade pays homage to its British heritage, but that's no indication that its merchandise is historical or stuffy. Rather, the longstanding Regent Street establishment offers intriguing, international goods, many with a contemporary, luxurious edge. Home furnishings, giftware, handbags and accessories, men's and women's clothing, and a variety of fragrances and health and beauty items hint at the selection.
