SOUTH BANK.   This Harvey Nichols stand-alone enterprise receives as much buzz today as it did when it opened in the late '90s, and one of its main draws is its rooftop location, which affords stunning views of the Thames and the London skyline. The posh dining room – with its high ceilings, fresh flowers, and sparkling china with colorful, geometric accents – is part of the restaurant's attraction. Plus, the impressive cuisine includes crab and sweetcorn pancakes with avocado, marinated seabass with tomato and coriander, and Barbary duck breast with red onion tatin and mandarin and ginger reduction. Had reservations for 2 at 10pm on a weeknight. The RUDE staff made us wait until just after 11pm. The dining room was uncomfortably noisy, and all the patrons were getting increasingly drunk. Even though the assist. manager offered us a free dinner the "next" time we're in London (yeah, right) we most certainly won't be returning. Horrible staff, less than mediocre food. Skip it.
