CABO SAN LUCAS.   One of several beach bars lining Playa El Médano, Billygan's has an all-day happy hour that really packs ‘em in. Lounge chairs and beach mats dot the sand, and there's an array of fun games and activities as befits the best beach bars. Menus cover all three meals plus snacks, with American and Mexican favorites making up the bulk of the offerings.
