SOUTH BEACH.   Celebrity chef Emeril Lagasse works his signature high-energy, high-profile magic at this Miami outpost. The pale interior offers intermittent points of color, a touch of visual spice not unlike the menu's punches of andouille and hot peppers. Regulars rave about the double-cut pork chop with tamarind glaze, but you'll also adore quail stuffed with oyster dressing, a grilled filet, roasted veal chop or Creole bouillabaisse.
