MONTE CARLO.   Located on the top floor of the Hôtel de Paris, this establishment manages to hold its own against Alain Ducasse's Le Louis XV, thanks very much. Innovative Monégasque fare matches the modern elegance of the main dining room stride for stride, and the kitchen staff prides itself on using the freshest ingredients, including local produce, fish and seafood. In summer, the space is converted into an open-air terrace that's a perfect destination for romantics, particularly on starry nights. Jacket and tie are required for dinner, and reservations are a must.
