FINANCIAL DISTRICT. Numerous publications have honored this elegant hotel bar with "best of awards" over the years, recognizing everything from its first-class service and modern stylings to its superb cocktails. That said, what truly distinguish Rise are the views it affords of busy New York Harbor and the State of Liberty. Two notes to lovers: The bar's outdoor terrace is the stuff of romantic lore, and during the month of February, Rise features its legendary Chocolate Bar every weekend. UPPER EAST SIDE. One of those rare places that seem to capture the essence of New York elegance and glamour, the Regency stands as one of the classiest hotels in Manhattan. That said, its Library is the more refined, erudite of the hotel's two gathering places (world-famous Michael Feinstein's is the other). Here, surrounded by shelf after shelf of literary classics, well-heeled patrons slide into the comfortable banquettes to enjoy fine wines, spirits and fare. Afternoon tea is available daily, and the Library also serves an outstanding weekend brunch. TRAIN: 4, 5, 6 to 59th St

Pulsating dance beats, driven by some of NYC's top DJs, help the place maintain its hip vibe. HELL'S KITCHEN. The appeal of this stunning bar extends far beyond hotel guests. More exactly, the Hudson Bar has remained a key part of the Hell's Kitchen scene since its debut, and the well-heeled, Euro-cool clientele the place attracts don't seem to mind dropping a few dimes in order to be seen here. The ceiling, painted by Francesco Clemente, gives the place a certain Louis XV quality that is juxtaposed with sleek, contemporary elements like a glass floor that is lit from underneath and furniture that'd make Kubrick grin with pride. Be sure to check out the rooftop patio garden, an impressive spot to be sure. TRAIN: 1, A, B, C, D to 59th St-Columbus Cir
