CHELSEA.   Romance is in the air in this rustic yet elegant restaurant. The sandstone walls and exposed brick are lit by candlelight. An outdoor garden area is available for dining during summer. Cuisine from southwestern France has never tasted so fine, as in the foie gras or the duck confit. Menu items are not main-stream – wild baby boar in wine sauce is an example.
