CHELSEA.   Step back in time in this cozy European-style tavern and enjoy the traditional environment. Moran's does not strive to be hip. Indeed, it has looked the same for years, and that is the way patrons like it – dark wood-paneled walls, crystal-filled cabinets and a beautiful mahogany bar. An appetizer such as baby lamb chops is an excellent way to start your meal, followed by an entrée of broiled seafood or a perfectly cooked steak. Portions are pricey, but very generous.
