DOWNTOWN. The General Douglas MacArthur Memorial is located, fittingly enough, in MacArthur Square in downtown Norfolk. The memorial to General MacArthur is a Norfolk attraction that encompasses four different buildings, including the 19th century Norfolk City Hall, the rotunda of which is the final resting place of General and Mrs. MacArthur.
