OLD CITY.   This place certainly doesn't fit the mold of your classic Old City restaurant, but then the neighborhood's dining scene has done a terrific job of redefining itself in recent years. At Tangerine innovative restaurateur Stephen Starr created a seductive space that makes the words "hip" and "stylish" seem quite passé. Emphasizing the communal aspect of dining, food is served family-style, and the kitchen draws inspiration from Italian, French, Moroccan and Spanish traditions.
