NORTHERN LIBERTIES.   Owner-Chef Joseph Scarpone looks to both Italy and the California wine country for inspiration at his Northern Liberties charmer. Pasta dishes include delightful creations like chard and robiola-filled ravioli and ricotta gnocchi with shiitaki and butternut squash, but the true show-stealers are his seasonal "secondis" – for example, black currant-stuffed quail with Napa cabbage or red snapper with chard, almonds and roasted baby carrots.
