PEARL DISTRICT.   Since opening in 2000, Bluehour has continued to retain its status as one of the best restaurants in Portland. Located in the hip Pearl District, this modern eatery changes its menus every day and serves some of the best Mediterranean food in Portland. The potato gnocchi and bacon-wrapped sea scallops are favorites at this top Portland restaurant, as are many other rotating dishes made from fresh, regional products.
