PUERTO PLATA.   The creative works of Rafí Vásquez, one of the Dominican Republic's most famous living artists, line the walls of this restaurant, located in his former home. Entrées are created by his son and daughter-in-law, Rafael and Linda Vásquez, and are works of art in their own right. Seafood specialties include lobster-topped polenta, cassava- breaded Acuarela shrimp, and flavorful smoked salmon. Of course, the menu also includes an array of international delicacies, such as New Zealand lamb chops, Thai and basil chicken, and Roquefort beef fillet.
