DEL MAR.   Raising the bar for San Diego fine dining, Blanca chef Wade Hageman and restaurateur Seth Baas have achieved the perfect melding of style and substance. The dining room is a vision in shades of white and brown, the food is a study in bright flavors and novel combinations. Prime examples?
