HILLCREST / BALBOA PARK.   Local celeb chef Deborah Scott has developed a reputation for adventurous combinations of global cuisines. At Kemo Sabe she blends Asian and Southwestern flavors, with great success, as in the Arizona roll (chipotle tortilla with hoisin roasted duck, peach chutney, goat cheese and a kick from wasabi-avocado-serrano salsa). “Skirts on Fire” is a charbroiled skirt steak with mandarin-serrano relish and black beans; tahini chicken salad piles shredded veggies and chicken with a peanut-basil dressing.
