SANTA BARBARA.   For more than two decades, John and Liz Downey's eponymous restaurant has earned raves from practically everyone. Their focus steadfastly remains on food – not scene, not decor, not celebrity. As a result, dishes are finely created and executed, as evidenced by ragout of local lobster with chanterelles and smoked bacon, Carpenter Ranch squab with braised mustard greens, and grilled duck with cabernet sauce. Steak, lamb, and fresh fish also figure into the menu. California wines ably heighten the experience, and service is an unobtrusive pleasure.   (© 10Best)

Best chef in town. Honest food and the only good service in town (the Mrs runs the front of the house). quiet so you can hear each other, romantic but not an exciting environment.
