SANTA BARBARA.   Much is made of the wonders of spa cuisine, especially in California, and Miró does its best to confirm the perception. This marvelous restaurant, named for the Spanish surrealist whose sculpture it boasts, takes house-grown produce and transforms it into beautiful, healthy dishes fit for royalty. Seafood is a particular inclination, perfectly prepared and flavorful. Venison, lamb, steak, and chicken dishes ensure that the menu is well-rounded.
