SANTA BARBARA.   Albeit small, this accomplished Italian restaurant receives constant kudos for its authentic, yet inventive cuisine. A husband-wife team owns and manages the place, and their attention to detail renders every dinner a pleasure. Flavor combinations are a revelation, and the menu features everything from ravioli with roasted eggplant and goat cheese to fresh fish, rack of veal, roasted quail, free-range chicken, and veal scaloppine with lemon and artichokes.
