SANTA BARBARA.   A waterfront location and a romantic interior provide an unmistakeable allure at this well-received restaurant. Northern Italian cuisine is the specialty, and the Mediterranean influence is a boon to double-cut pork chops with parmesan polenta and grilled prawns with tomato marmalade. Pan-seared whitefish, prosciutto-stuffed chicken breast, and a decadent paella also prove difficult to resist. Terrific pastas and pizzas can be had as well, and the tiramisu can't be beat.
