BALLARD.   Interesting eats can now be enjoyed in a rich atmosphere evocative of the South Seas, including beautifully carved wooden screens and a color scheme of deep reds and purples. Noodles, rice, and dishes featuring grilled meats and tofu comprise the choices; favorites include kanom jeen nahm plik, which is centered around shredded papaya and tempura-fried basil leaves.
