MADISON PARK.   For almost 20 years, Madison Park Café operated as a coffee and breakfast spot with a few baked goods, freshly roasted coffees, and light lunch fare. Following a slight change in ownership, the restaurant became a full-fledged French bistro serving dinner and weekend brunch. An ideal meal might begin with scallops Provençal or arugula salad and then move on to braised lamb shank with risotto, steak au poivre, or pan-seared monkfish with beurre rouge.
