SOLDOTNA. The U.S Fish and Wildlife Service manages this vast refuge, originally created by President Franklin D. Roosevelt as a moose preserve. Before venturing to the million+-acre site—the refuge is almost as large as Yellowstone National Park—be sure to stop at the visitor center in Soldotna.
