DOWNTOWN.   Boasting one of the coziest St. Paul bars despite its Las Vegas-style glitz, Mancini's is one of the area's more popular watering holes. Just about everybody stops by at one point or another, making it one of the places to see and be seen. I grew up in St. Paul, and have gone to Mancini's since it was nothing but a street front bar. Go back every time I visit St. Paul. Nick Mancini is a special guy and a visit to his restaurant is always a special treat.
