DOWNTOWN.   Pickled herring with Ritz crackers? That's right, it's one of the staples at this neighborhood treasure. Mancini's, as any regular will agree, is a steakhouse intended for locals – it's not flashy or fancy, it's just good. I grew up in St. Paul, and have gone to Mancini's since it was nothing but a street front bar. Go back every time I visit St. Paul. Nick Mancini is a special guy and a visit to his restaurant is always a special treat.
