GREATER CHARLOTTE AMALIE.   Since the early 1980s, Alex Treml's cozy little restaurant has enjoyed great success, first as Alexander's Café and now as Alexander's Bella Blue. Today's offerings are lighter and more diverse, but many of the familiar Austrian dishes from past menus are still available. Greek and Mediterranean favorites such as falafel, hummus, baba ganusch, souvlaki, fresh pastas and shrimp scampi are popular, but the wiener schnitzel and nuernberger rostbraten are still top notch.
