INNER CITY.   This happening restaurant, owned by Kylie Kwong and Bill Grainger of "bills" restaurant, offers some of Sydney's best modern Cantonese cuisine. Chef Kwong cooks up creative dishes like crispy duck with mandarin sauce and steamed prawn wontons with black vinegar. The small interior with stools at low tables resembles a Chinese tea house and attracts a yuppy crowd. Vegetarian dishes are available. My husband and I ate at Billy Kwongs about 3 years ago, they had just opened. It was noisy, it was a bit cramped, but the food was amazing and overall the experience was great. We went back twice while we were there. It was also byo at the time and there was a bar just across the street where you could pick up a bottle of wine. Prices were really reasonable for both quality and quantity.
