NORTH SALINA.   Veal and seafood are the specialties at this festive Italian spot, located in the up-and-coming North Salina area of Syracuse. Clams and mussels are available with a variety of sauces and preparations for appetizers. The house signature entrée is "scamppollo." A boneless chicken breast is stuffed with jumbo shrimp, smothered in secret recipe sauce and baked. The owner's favorite dish is Veal Nicholas.
