WEST TORONTO.   Colorfully upscale, Chiado has been reeling in loyal fans since it opened in the early 1990s. Chef-owner Albino Silva has a distinct talent for Portuguese cuisine, particularly seafood, which he has flown in daily from the Azores. Fish is simply grilled with sea salt, garlic and olive oil, for a perfectly succulent flavor and texture. Other options to try include grilled tiger shrimp or quail with piri piri and marinated sardines. Land-based choices include beef tenderloin, rack of lamb and roasted pheasant.
