The place is beautiful and elegant but the food wasn't that impressive.

Very impressive! If you were to do afternoon tea in one place in Victoria this is THE place to do it in. The staff were very accommodating and friendly. The food and tea were excellent both in taste and in presentation. Surprisingly I was full for the rest of the day. It is definitely not cheap but an experience of this caliber is well worth it! I highly recommend staying the night at The Empress as well.

everything that i was hoping for and more... and incredible experience

Gorgeous room, but pathetic food....better off to go somewhere good for lunch/tea and just wander around the great roo to check it out....
