Reservations are strongly recommended at Victoria's most elegant restaurant, located in The Empress Hotel. A mahogany ceiling, tapestry-covered walls and candlelight set the mood for a fine-dining experience. The seasonal dinner menu showcases the culinary team's skill with fresh local ingredients, and might include dishes such as long pepper berry rubbed lamb loin with green olive & goat cheese risotto. During the warmer months, try to get a table on the veranda, which offers absolutely lovely views of the Inner Harbour.

Restaurants like this are rare these days where they focus on pampering the customer with great service. I remember to food being pretty darn good, but honestly, it was a couple years ago, and the details I rmeember most is being treated like royalty. I'll never forget it.

Service excellent. The Empress' tea was a good recommendation. Average food; some of the sandwiches weren't the freshest. Lasting impression: very expensive for a "tea" relative to other comparable places around the world. Would I recommend it? No, based on the price alone. It's just not worth it. There are better places to enjoy an afternoon / high tea at a reasonable price. Unfortunately, the Empress can get away with its pricing as there's probably not much competition in Victoria.
