WICHITA FALLS.   Like the downtown districts of many mid-sized cities, Wichita Falls suffered the fate of inattention until city leaders and residents began to realize the potential for generating business and tourism. The '90s brought an emphasis on breathing life into downtown, and presently, the city center boasts dozens of new shops, restaurants, and bars.
